MCLEAN, Va. – Allegheny Science & Technology (AST) is pleased to announce they have hired Jeffrey M. Baker as its new Vice President, Energy, Science & Environment. In his role, he will also serve as the Senior Contract Manager for AST’s Mission Oriented Technical Support (MOTS) contract with the U.S. Department of Energy (DOE).

With 32 years federal leadership and contractor experience in support of DOE’s national laboratories and the National Nuclear Security Administration (NNSA), Mr. Baker is widely known in energy circles. He comes to AST from Stoller Newport News Nuclear (SN3), a subsidiary of Huntington Ingalls Industries (HII), where he served since 2014 as Assistant Vice President, National Laboratory Programs. In that capacity, he oversaw SN3’s opportunities with DOE and NNSA, as well as related markets.

Prior to joining SN3, Mr. Baker served 28 years as a DOE federal executive in corporate, mission, and field operations leadership and management positions with a focus on stewardship of the agency’s national laboratory system. From 1997 through 2012 Mr. Baker served as the Golden Field Office’s Director of Laboratory Operations and was responsible for all mission and operational issues at the National Renewable Energy Laboratory (NREL). In addition, he served in multiple positions in DOE’s Office of the Undersecretary for Science and Energy in support of national laboratory policy and management initiatives. Mr. Baker received the Service to America Medal in Science and Environment from the Partnership for Public Service for his leadership on DOE’s Office of Energy Efficiency and Renewable Energy’s award-winning net-zero energy building at NREL.

Mr. Baker’s long and distinguished career makes him an excellent fit to lead the MOTS contract, the vehicle by which AST provides professional technical and engineering services to DOE’s Office of Energy Efficiency & Renewable Energy’s (EERE) across its three major technology areas of sustainable transportation, renewable power, and energy efficient homes, buildings, and manufacturing, as well as its operations to include strategic programs and administrative and business support. Mr. Baker will be replacing the current MOTS Contract Manager, Doug Kaempf, who is retiring after two years at the helm of MOTS that marked the capstone of a decades-long career with EERE.

Mr. Baker earned a B.S. in Biology from Augustana College, an M.S. in Environmental Engineering from the University of Iowa, and an M.B.A. from the University of Colorado.
